Specifications include, but are not limited to The purpose of this Request for Information (RFI) is to solicit initial feedback and input from consultants regarding an estimated budget for the Recycling Program Consultant Study outlined below. The quotes received will be used to establish a budget estimate for a grant proposal that will be submitted to the Solid Waste Authority of Central Ohio (SWACO). The quotes are for estimated budgetary purposes only and are not binding upon any respondents. Module 1 Goal 1. Identify regional challenges to recycling. As part of identifying regional challenges to the program, the consultant would be expected to: a. Examine regional processing capacity and the current market for recyclables; b. Identify policies or other regional practices that disincentivize recycling; and c. Recommend, if possible, ways to mitigate regional challenges identified. Module 2: Goal 2. Develop evaluation tools and metrics necessary to improve recycling program management and execution. As part of developing evaluation tools and metrics necessary to improve program management and execution – the consultant would be expected to: a. Develop benchmarked performance metrics for evaluating current program management and execution; b. Develop benchmarked criteria for evaluating program expansion opportunities; and c. Perform a baseline evaluation of the recycling program using these performance metrics. This baseline evaluation would: i. Identify current best practices already in place; ii. Provide both short-term and long-term recommendations for improving program management; and iii. Provide both short-term and long-term recommendations for reducing program costs. Module 3: Goal 3. Recommend strategies to increase participation in recycling program; and Goal 4. Evaluate opportunities for recycling program expansion. As part of recommending strategies to increase participation in the recycling program, the consultant would be expected to: a. Analyze recycling participation in individual neighborhoods and identify trends in participation or non-participation in recycling programs; b. Identify areas where additional education/community outreach can be used to improve recycling program and overall participation; and c. Recommend incentives and disincentives that can be used to increase participation in recycling program.
