Specifications include, but are not limited to: This request for proposals is intended to solicit quotations from qualified parties for: an Employee Assistance Program (EAP) for these employees and their dependents. 1. Communication and Promotion. Respondents should demonstrate the ability to communicate, promote and publicize the EAP purpose, service and function. Proposals should detail the nature of their educational and working relationships with the employee and manager groups. Issues to be addressed here include: How does the program approach information and education; materials; handouts, signage, telephone, on-line and other access issues; etc.? Minimum annual expectations include: 1) a 4 hour employee event in June, 2) two 20 minute presentations to department heads/HR managers on scope of services. 2. Diagnostic Services (Assessment): Proposals should address the process used in assessing the situation with the employee or dependent in order to determine the nature of the problem and the type of help needed. Does the program identify organizational needs as well as individual needs? If so, how are these communicated to the employer? This area of the proposal should also identify specific staff along with licensure (CEAP and LPC licensure, other credentials). Specification of any limitations associated with this service must be detailed, including on-line verse in person assessments. For example, does the program permit multiple assessment visits? If so, how many? Define the scope of members covered by the services. 3. 24-Hour EAP Accessibility: All proposals must address the issue of accessibility: both crisis intervention and on-site appointments. The County desires a program that offers crisis access 24 hours a day, 365 days a year. The nature of the access must be detailed, that is, telephonic, personal visitation, etc. 4. Initial Assessment. When contacted, the EAP representative should be qualified to make a professional judgment about the severity of the situation described and the most systematic response. The offer must provide the timeframe for appointments for such assessment should ongoing appointments be required.
