Specifications include, but are not limited to: The goal of this project is to build an accurate, publicly accessible, maintained, statewide parcel dataset that supports the State of North Dakota business needs. Local government is and will remain as the primary custodians of their parcel data. 49 of the 53 North Dakota counties have parcel data in various formats, completeness, accessibility, and maintenance software (see http://www.ndaao.org/Maps.html updated September 2019 for more information). North Dakota has a parcel standard that was developed for agricultural property assessment (see https://www.gis.nd.gov/standards). The Statewide Parcel Dataset Project consists of two phases: Phase 1 – Existing Parcel Data Aggregation Establish the baseline status of parcel data for refinement of schedule and pilot planning Conduct a pilot for the build-out of the statewide dataset and the maintenance process Aggregate existing, voluntarily provided rural and city parcel data from the counties or their vendor Develop and put into place a maintenance workflow that updates the data on a set schedule Phase 2 – Development of Parcel Data Conduct a pilot of creating and maintaining rural parcel data for those counties with missing or incomplete parcel data Aggregate created rural parcel data for those counties with missing or incomplete parcel data Develop and put into place a maintenance workflow that updates the parcel data on a set schedule
