Specifications include, but are not limited to: The contractor will be required to provide the following: Leadership Provide leadership and high-level oversight to the K-12 ECC operations. Oversee financial operations to ensure that the council is in compliance with all applicable state laws and requirements. Ensure that the work of the council is effectively planned and implemented. Provide sound reliable advice and guidance to the council and its members relative to meeting the intent and requirements of NDCC 15.1-01. Ensure the coordination and communication to all state entities in relation to education recommendations and initiatives. Maintain continuous communication with the State Board of Public School Education on the ongoing operations of the council. Process Improvement Ensure that the council is consistently performing a review of the effectiveness and efficiency of access and delivery of education services and programs in the state. In collaboration with the council: Perform identification of opportunities for increased collaboration among state education entities and stakeholders. Identify gaps or duplications in education services and programs and providing recommendations for addressing those gaps and duplications. Study and evaluate new and emerging educational initiatives and trends and provide recommendations for policy changes to state entities or the legislative assembly. Establish a one-stop communication and information hub to provide the public and interested parties with seamless access to state entities that deliver education services. Develop and utilize subcommittees as needed. Seek advice and input from interested parties not appointed to the council as needed. Review and approve council expense claims (member travel, etc.) before they are submitted to fiscal agent for payment, as appropriated by the Legislature.
