Specifications include, but are not limited to: 1.1. The Bidder will promptly undertake through proper and lawful means, the collection of all accounts including principle, interest, late fees, and in-house collection fees referred to it by NDSU CAS without regard to amount. 1.2. The Bidder will use its best efforts to achieve maximum recovery of the referred accounts. Collection practices will include but are not limited to direct telephone calls, mail efforts (postal & electronic), calls to references, use of a national credit bureau reporting, skip tracing procedures, bankruptcy and death scrubs, filing of suits as herein permitted and the identification of assets for satisfaction of judgments if required. 1.3. Upon request, the Bidder must provide a detailed account of all activities taken to comply with the due diligence requirements of federal and state laws and regulations and the policies of North Dakota State University and the North Dakota University System. 1.4. The Bidder must remit payment of collected amounts monthly. 1.4.1. At the time of payment remittance, the Bidder will be required to provide detailed remittance information to NDSU CAS. 1.4.2. The Bidder must remit 100% of all collections, and bill NDSU CAS for the collection fees. 1.4.3. The Bidders processes for remittance should provide sufficient time to ensure payments clear before remitting them to NDSU CAS. If a payment has been included in a remittance to NDSU CAS from the Bidder then the Bidder must create a separate debt account to recover the rejected payment. NDSU CAS will not return funds to the Bidder for rejected payment. 1.4.4. NDSU CAS has the option to accept payments directly from the debtor and will notify the Bidder when such payments are received. 1.4.4.1. Payments received directly by NDSU CAS for accounts under referral to the Bidder will be included in the total payments collected and will be subject to the collection fee. Excludes payments received under any state or federal recovery program, State Employee Wage Lien, National Guard/Reserves or GI Bill Repayment Programs.
