Specifications include, but are not limited to: 1)The first (1st) proposal (Base Bid), must includeactivation control equipment at each siren site that would allow formigration to a 2-way activation control systemwithoutfuture modification or replacementof equipment in the future at each of the 24 siren sites. However, the “Base Bid” may be limited toone-way activation capability via Central Dakota Communications Centerin Bismarck, ND(dispatch), and would not require24/7/365 report-back capabilitiesas described in proposal #2 below. The “Base Bid” proposal must include costs for equipment, installation, and proposed maintenance/service contract for the activation controller system.2)The second (2nd) proposal, (Two-Way Fully Functional), must provide foratwo-way controller activation systemin order to provide capability of monitoring the status of siren functionality at each of the individual siren site locations (current 24 siren sites and future siren sites) as well as activation of the sirens. The “Two-Way Fully Functional” proposal must include costs for equipment, installation, and proposed maintenance/service contract for the activation controller system. The bid price must be independent of the Base Bid(must be a “stand-alone” bid). 3)The third (3rd) proposal, (Two-Way Fully Functional +Mobile), must include the capabilities of the 2ndproposal as well as the capability to activate and monitor siren status remotely via mobile devices such as smart phone and tablets.The “Two-Way Functional + Mobile” proposal must include costs for equipment, installation, and proposed maintenance/service contract for the activation controller system. The bid price must be independent of proposals described above(must be a “stand-alone” bid).
