Specifications include, but are not limited to: •Assign project managers in a number adequate to provide coordinated, responsive, and efficient service to the Safety Division throughout the life of the contract.o Project managers will meet weekly in person or by conference call with the Safety Division staff for ongoing campaign planning, implementation and monitoring throughout the life of the contract.•Develop a media calendar and flowchart outlining the enforcement and social norms campaign periods through each contract year. These are subject to change based on national campaign requirements and other factors. •Develop a media and marketing plan for each program area and each defined campaign period. The media plan must include: 1. proposed creative concepts,2. outreach strategies, 3. justification for the planned approach through market research (either existing research or through market testing conducted by the agency), and 4. a timeline that reflects the availability of all campaign materials one month in advance of each campaign start date •Implement the media plan after plan modifications, if necessary, and approval by the Safety Division. This includes media production. All campaign components must receive approval by the Safety Division and the NDDOT’s Communications Division prior to distribution.•Purchase paid media on behalf of the Safety Division to include television, radio, billboards, social and digital media, etc.
