Specifications include, but are not limited to: Crushed/Screened Coal: (stoker, nut) shall be coal which has been crushed to a top size of not more than 1¾” and screened to reduce the ¼” fines to a maximum of 25%. OIL TREATMENT: (options) shall be that process where coal is treated with residual oil with a minimum of one (1) gallon oil to one (1) ton of coal. Sodium, Sulfur, and Ash Content: due to the design of the heating plant at NDSH, coal with a sodium content in excess of 5%, sulfur excess of 1.1% (3lb/million BTU), and ash content of not less than 5% cannot be utilized. In view of this, only bids offering 5% or less sodium, 1.1% or less sulfur, and 5% or greater ash content will be considered for this location. Should the successful bidder fail to consistently deliver coal with the required sodium, sulfur, and ash content the contract will be cancelled. Test Burn. Coals that have not previously been burned or tested at NDSH’s Heating Plant are subject to a test burn. The decision to accept or reject the results of any test burns will be made by the NDSH. Ordering and Billing Procedure. Orders will be issued by designated State personnel at least one week in advance of required delivery date. The order shall indicate the quantity of coal and if oil treatment is desired. For auditory purposes, phone orders made by State personnel will be verified by a confirming written purchase order. Vendor shall not duplicate a confirming phone order. Vendor shall submit a SFN 1763 Request for Reimbursement or other form required by State, to NDSH on or before the tenth (10th) day of the month for coal deliveries made in the preceding calendar month. This invoice shall be reviewed by NDSH’s Heating Plant Supervisor, for final approval and processing. The invoice must outline coal supplied during the period.
