Specifications include, but are not limited to: The Plan seeks a Vendor that can provide and administer MAPD Plans. The MAPD Plans offered by the Plan must have an Open or Passive Network where any willing Medicare provider may participate. While the majority of Plan Members live in North Carolina, there are Members located throughout the United States; therefore, the Vendor must be able to administer the MAPD Plans throughout the country. The national MAPD PPO Plans proposed must meet all CMS requirements, and any benefits not delineated in the Plan Design must be covered at least at the minimum requirement set by CMS. Vendors may not deviate downward from the medical Plan Designs in any manner other than to meet CMS requirements. Vendor may offer supplemental benefits and/or enhanced benefits as long as they are at no cost to the Plan and its Members. Vendor may utilize its open formulary for the base plan but must maintain the current copay and tier structure. Vendors are required to provide a “base” and a “buy-up” plan option. The “base” MAPD PPO Plan should mirror the Plan’s current Base MAPD Plan. The Plan would also like to offer Members the option of a “buy-up” or “Enhanced” MAPD Plan. These MAPD plans shall be offered to Plan Members who are Medicare primary for age, disability, and ESRD.
