Specifications include, but are not limited to:The purpose of this Request for Proposals (“RFP”) is to establish a convenience contract for E-Bidding software as a service (“SaaS”) for the University of North Carolina and its constituent institutions and affiliates. E Bidding SaaS shall provide the following capabilities: • Access to Posting & Listing and eSubmissions of the vendor portal through, but not limited to, commonly used browsers such as Internet Explorer, Google Chrome, Mozilla Firefox, and Safari. • Allow vendors access to the University solicitations for review and/or download via web portal. • Allow vendors to electronically post their response to University solicitations through the portal up to the bid posting date and time expiration with no cost to the vendor and no limitation on volumes, file sizes, or file types. • Secure and lock vendor responses until the bid opening date and time expiration. • Secure the eBidding event so vendor responses are not able to be uploaded after the bid opening date and time expiration. • Limit first review of vendor responses to appropriate University users. • Allow solicitation evaluators access to the vendor responses and associated documents via portal. • Provide functionality to assist solicitation evaluators in evaluation of vendor responses. • Allow for unlimited documentation to be uploaded with the solicitation (addenda, marketing materials, technical documentation, or other necessary documentation). • Unlimited number of University solicitations, postings, responses, and documentation may exist in the cloud/portal. • Allow documentation posted in vendor portal to be downloaded or copied. • Allow users to upload offline or paper vendor responses received. • Ability to configure retention based on University’s requirements. • Vendor to provide all helpdesk support for staff and vendors. • Vendor to create and conduct all training for staff and vendors. • Secure and controlled access by defined user roles. • Ability to generate or produce reports, event logs, user access logs, and ad-hoc reports. • Daily backups, redundancy, instant failover or service recovery are to be provided by the vendor, in the event of an outage and notification of such outage to the University. • Operations and maintenance are included in the per seat/license cost.
