Specifications include, but are not limited to: NCDOT IT seeks an IT modernization strategy, roadmap, and documentation to meet the objectives of its business, technical, and financial needs to modernize DMV systems. The envisioned approach to meeting these objectives must, at a minimum, include a strategy comprised of the below list of deliverables: Business Capability Model (BCM) – Provides a graphical representation of DMV’s business capabilities. The Business Capability Model is a description of what the business does as opposed to how it is done or who does it. The BCM will serve as a bridge for communication between and amongst the business, IT and other stakeholders to help all parties visually and functionally understand what DMV does. Business Architecture – Consists of an inventory of applications and systems, strategic intentions, modernization impacts, business outcomes, key performance indicators, and business optimization priorities. This business architecture will be the primary input for development of the “to be/desired” state. Evaluation Technique(s) and Options Matrix – Provides a data driven approach to identify application modernization techniques and solution options that best meet the needs of the State from a technical, functional, and financial objective. Implementation Roadmap – Includes the steps and processes necessary to execute the selected modernization strategy. NCDOT IT expects the vendor to also provide the following: Application modernization strategy development subject matter experts who have had direct participation in this type of strategy and modernization roadmap development work in the past. On-site resources in Raleigh, NC during the strategy and roadmap development processes. Identification and documentation of interoperability considerations with all DMV Driver, Vehicle, and Processing Services and other state, federal, and private systems that are impacted by the modernization roadmap.
