Specifications include, but are not limited to: Bike sharing allows individuals to have the benefits of bicycle use, when needed, without having to purchase a bike, store it, or bring it to campus. For Program purposes, bicycle purchase, all maintenance costs, Program bicycle racks (if supplied by the Vendor) and their installation, and the repositioning of the Program bicycles are to be borne by the Program. To access a Program bicycle, users swipe a credit card to place a deposit to ensure they will return the bikes; users are then charged an hourly rate (All credit card services must meet PCI standards) to use the bike. A. Program Objectives: • Launch a successful bike sharing program on or before September 2018 that is financially sound, has the ability to expand in subsequent years, and is capable of meeting negotiated performance standards • Create an additional green public transit mode that is used by the University community • Increase the share of cycling as measured against other transportation alternatives on campus by stationing bike sharing program racks in strategically located areas • Ensure that the service is capable of operating independently • The size of the project, the fee structure, and many of the details are open to negotiation. The University estimates an initial need for 50 bicycles. We are looking for input from vendors to determine optimum quantities as the campus continues to grow. Each vendor’s proposal should provide an estimate of the size of deployment (measured in number of bikes and rental stations/program bike racks). B. Expected Markets: Although a formal market demand study has not been conducted, we believe the following users would be the primary markets for bike sharing: • Undergraduate and Graduate Students, both Residents and Commuters • Faculty • Staff • Volunteers
