I. INTRODUCTION
In March of 2019 the City of Jacksonville adopted an American with Disabilities Act (ADA)
Transition Plan. This Plan reaffirmed the City’s commitment of meeting the requirements of the ADA
as well as an initial inventory of the City’s current compliance with ADA regulations. A
significant part of the Plan identified hardscape improvements within the right of ways such as
sidewalks, curb ramps and trails. The City has identified several areas that are in need of
sidewalk repair where there may be a potential tripping hazard (offset of more than ¼” in vertical
change).
The City of Jacksonville is soliciting proposals to expand upon the identification and repair of
potential sidewalk tripping hazards on select streets as identified within this RFP. The area that
the City would like to focus on with this initial effort has been identified in the
Scope of Work.
II. PROPOSED RFP SCHEDULE

III. SUBMITTAL OF QUESTIONS
All questions must be submitted by 5:00PM EST on Monday, June 15, 2020. Questions must be
submitted in writing via email to Stephanie Kutz at skutz@jacksonvillenc.gov.
IV. PROPOSAL REQUIREMENTS
Proposal’s shall be submitted on 8 ½” x 11” paper and shall be limited to fifteen (15)
single pages (utilizing front and back of each) except that the cover and any section tabs/dividers
utilized are not included in this page limit. The minimum font size is 12 point Times New Roman
font or 10 point in Arial font, with the exception of captions. The Proposals must include the
following items:
1. Proposers must identify how the potential tripping hazards will be identified and provide a cost
associated with the inventory work.
2. Proposers must identify proposed methods of repair and a cost associated with the repair work.
3. Proposers must provide relevant experience with a minimum of three (3) similar type projects in
the last five (5) years. Proposers should include a brief description of the projects, the projects
locations, methods of repair and a reference associated with each project.
4. Proposers shall include an estimated schedule on how all work will be completed
within a 30-day period.
V. SCOPE OF WORK
The intent of this RFP is to identify alternative means of repair (for example, but not limited to grinding, cutting,
raising, or leveling) and not the demolition and reconstruction of sidewalk sections. After the Proposer has
finalized the inventory, the means and locations of repair will be agreed upon prior to any work being started.
The City of Jacksonville reserves the right to select as many or as few locations identified by the initial inventory
for repair. It will be the Proposer’s responsibility to furnish all equipment, labor, materials and any additional services
necessary to identify and repair tripping hazards.
As a part of the initial inventory, the Proposer is to provide at a minimum, pictures notating the tripping hazard
and the recommended solution for that location. Specific details regarding the submission of data from the initial
inventory will be coordinated with the Proposer selected for the project.
The scope of work will be limited to the following streets:
Plantation Boulevard
Doris Avenue (From Henderson Drive to Northwoods Drive)
Iverleigh Lane
Sioux Drive
Barn Street
Clifton Road
Western Boulevard (From Huff Drive to NC 24; only the North Bound side)
SUBMITTAL OF PROPOSALS
All proposals shall be submitted no later than 5:00 PM EST on Friday, June 26, 2020. Proposals may be submitted
via email to skutz@jacksonvillenc.gov or delivered to Stephanie Kutz at the Transportation Department, located at
815 New Bridge Street, Jacksonville, NC 28541. The responsibility for submitting proposals (including all documents
requested herein) is solely and strictly that of the vendor. City of Jacksonville is not responsible for delays in the delivery
of mail, or delays caused by any other occurrence.
