Specifications include, but are not limited to: The Project is located at the lower tip of Manhattan, starting from the west at the intersection of Battery Place and Pier A Plaza, continuing along the entire wharf structure, terminating at a point just west of the United States Coast Guard Auxiliary, Division 5 building. Refer to Exhibit C - Project Location Map. This project’s goals are to address an increased threat of sea level rise, more frequent storm surge events and resultant flooding of the Battery. An analysis of the forecasted sea level rise, storm surge, and other historical information was evaluated and reported in the LMCR Study. The LMCR Study identified a planning level design solution for The Battery as well as neighboring resiliency projects that will integrate into a comprehensive coastal resiliency strategy for Lower Manhattan. The Battery project will require coordination with the adjacent project being implemented by BPCA, known as the South Battery Park City Resiliency as shown in Exhibits D, E, and F. The South Battery Park City Resiliency project will need to tie in physically to higher ground at the northern edge of the park to protect the neighborhood behind it from 100-year storm surge in the 2050s. BPCA’s South Battery Park City Resiliency project, is currently in the schematic design phase. This Project will be required to periodically coordinate the resiliency design with other resiliency projects such as EDC’s Financial District and Seaport Climate Resilience Master Plan project which was commenced in 2019.
