Specifications include, but are not limited to: The Department of Finance is responsible for the billing and collecting of payments for real estate tax and other related charges from New York City property owners. As part of the collection process, Finance receives payments for escrowed real estate taxes from five (5) Mortgage Service Companies (MSC). The MSC’s will submit payment records and associated advices via a file(s) to a Contractor, with the Contractor in-turn matching the file payment total to a single Fed wire payment. The Contractor is to validate and reconcile the MSC file to the Fed wire payment and produce a consolidated file to be sent to the Agency. The Agency’s goal is to solicit responses for the provision of services to validate and translate files received from MSC’s, match the files to a single incoming payment and produce a consolidated output file for the Agency to post to taxpayer’s accounts.
