The County of Rockland Department of Social Services intends to issue a Sole Source award to ALERT MEDIA to initially purchase nineteen (19) proprietary Safe Signal software licenses including tether and services in the amount of $1254.00. After its initial trial – it may push the service out to additional field service personnel upwards of 100 personnel which would cost approx.. $6,600.
Safe Signal – Alert Media’s software product / service with includes a tether-based distress signal that works with a locked smartphone, with 24/7 monitoring services that notifies and coordinates response from law enforcement. US Patent #9390614. The system operates on iOS/Android, the user initiates the call/session including on a locked phone; user does not have to swipe, tap or use button to initiate call/session; device automatically enters details about whereabout / location; organization / user can customize the action plan, 24/7 user support. Removing the tether signals the police and supervisory staff; produce an audible alarm. Cost is 5.50 per month.
This purchase will be made on a sole source basis in accordance with the Rockland County Procurement Policy.

Any interested party that believes they can provide a similar software that can perform the intended purpose
shall submit a statement of capabilities in sufficient detail to determine if the requirements of this notice can be met; no later than August 21, 2018, 3:00 pm. A determination by the County not to compete the proposed contract is solely within the discretion of the County. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive solicitation.
