The City of Yonkers seeks proposals from energy developers to lease municipal land and/or building space (“Sites”) for the purpose of installing, owning, operating, and maintaining thereon a solar photovoltaic energy system (“System”) or other on-site renewable energy system. Projects that include any necessary infrastructure improvements to selected sites and those which include a Community Solar program for the benefit of area households are preferred.
The goal of this RFP is to lease municipal sites for purposes of siting renewable energy systems in order to provide the City a new revenue stream in the form of lease payments. Special consideration will be provided to those projects which include a Community Solar component. The City is particularly interested in proposals that are inclusive of any site modifications necessary to host system development. Proposals incorporating a Power Purchase Agreement (“PPA”) by which the City would be an off-taker of the proposed System will also be considered (please note the City currently receives electric service from the New York Power Authority).
The selected Respondent will own the System and will be responsible for the design, engineering, permitting, installation, testing, operation, maintenance, repair, vegetation management (if applicable), and decommissioning of the System, including, without limitation, procurement of equipment and related services.
The selected Respondent will be solely responsible for owning, insuring, commissioning, interconnection, metering, and for providing adequate security for the system at all times.
The successful Respondent shall be responsible for all project costs including, but not limited to: the furnishing of all materials, services, labor, performance and payment bonds, insurance, and other costs incurred in the preparation of this response and the performance of the contract, signed by an individual authorized to bind the Respondents contractually.
