REQUEST FOR PROPOSAL
Ontario County, a municipal corporation duly organized under the laws of the State of New York, is seeking proposals for professional consultant services to develop design specifications for improvement and expansion of the existing Ontario County outdoor firing range located at 2913 County Road 48 in the Town of Hopewell, NY. Deliverables include detailed drawings and specifications, suitable for bidding and construction.
The facility has been in use since at least the mid 1970’s. It is currently utilized by fourteen (14) identified users and stakeholders including The Office of the Sheriff and other partner agencies. The range’s primary function is to provide a location for required firearm certification.
The County would like to develop a plan to:
1. Remove built up lead ammunition on site.
2. Address longstanding safety and security concerns.
3. Update, improve, and as budget may allow expand the facility to accommodate evolving law enforcement training programs.
GENERAL PROJECT SCOPE: The project includes clean up, redevelopment and expansion of the existing 50yd firing range and ancillary facilities. The primary goal is an improved facility that will continue to meet the evolving training needs of the Ontario County Sheriff, and secondarily, others identified in the user inventory. The final design will place particular emphasis on:
1. Environmental remediation of the site.
2. Implementing recommendations of the 2015 Firing Range Evaluation (attached) with priority given to improvements to the 50yd range
3. Safety to users and nearby land uses.
4. Minimizing negative impacts to surrounding residents.
5. Compliance with applicable regulations.
6. A phasing plan and overall strategy that allows for construction of an initial phase that:
- is within budget and
- when completed, is ready for immediate use, and
- is designed to accommodate planned future phases.
