PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The County of Rockland, Facilities Management Department, is requesting from qualified professional architecture and engineering design firms, proposals for the development and preparation of plans and specifications for the relocation and construction of the new medical examiner’s office and autopsy suite.

The prime architectural or engineering firm must have demonstrated experience in relevant medical projects, including, but not limited to, Autopsy Suites, Forensic Science Suites, and supporting personnel offices, in addition to the design and construction of public projects, and the ability to administer the project.

These plans and specifications shall be in complete compliance with the New York State Uniform Fire Prevention and Building Code, New York State Wicks Law, Americans With Disabilities Act (ADA), NFPA, ASME, ANSI, OSHA and all other governing agency codes and standards.

1. SITE VISITS
A Pre-Proposal Meeting shall be held. All questions shall be answered and minutes kept of that meeting. The minutes shall be distributed to all potential Architecture/Engineering firms. The pre-proposal site visit shall be conducted immediately following the pre-proposal meeting. Any additional site visit(s) required by your firm in preparing your proposal shall be scheduled. To schedule additional site visit(s), please contact the Director, Facilities Management in writing by fax or e mail. Any questions you may have shall be submitted in writing in accordance with the proposal documents.

Proposals shall be submitted electronically through the County’s Bonfire Request for Proposal Portal. Please refer to the instructions titled: Proposal Submittal Procedures for instructions on submitting your proposal electronically.

When submitting (uploading) a proposal electronically through the County’s Bonfire Portal, please allow sufficient time to complete the online forms and upload documents. The solicitation will end at the closing time listed in the RFP. If you are in the middle of uploading your proposal at the closing time, the system will stop the process and your proposal will not be received by the system.
