1.1 Project Site Analysis and Scoping • Coordinate and perform preliminary research, geotechnical investigations, studies, surveys, or other informational gathering in support of project proof of concept and feasibility assessment, including: o Identify environmental processing requirements required for scope including data collection, purpose and need evaluation, alternatives analysis, DCAS scoping, environmental studies and documentation preparation (including: environmental assessment; public hearing comments and assessment into public involvement opportunities [including: public meetings and public hearings], each to the extent applicable.) o Identify relevant utilities and associated potential risks and necessary steps. o Identify initial permitting needs to determine which permits will need to be obtained, identify mitigation strategies, collaborate and provide support in the production of permitting discussions, participate in risk management workshops and meetings to address potential long-lead permit issues o Identify potential risks and necessary steps associated with energy performance. • Assess and help define DCAS’s Project scope and goals. 1.2 Project Performance Based Specifications/Basis of Design / Design Criteria Development • Develop project performance-based specifications and conceptual / schematic design. • Develop indicative drawings for inclusion in the solicitation (RFQ & RFP) documents. • Develop investment grade audit requirements and protocols. • Input into, and drafting of, technical provisions of Contract Documents. 1.3 Project Cost Estimating, Payment Structure Development • Assist DCAS in development of project budget. • Assist in developing payment structure that meets both DCAS and contractor needs while incentivizing efficient and high-quality project delivery (including guaranteed maximum price, fixed price and energy savings mechanisms)...
