Specifications include, but are not limited to: • Have the background and experience to qualify them to provide these services and have the fiscal integrity and organizational structure to support this undertaking. • Provide the services described in Section VI – Scope of Services in a manner that best meets the needs and operations of DOCCS. • Operate six (6) station chronic hemodialysis units within Fishkill Correctional Facility, Elmira Correctional Facility and Walsh RMU (located on the grounds of Mohawk Correctional Facility) and an eight (8) station chronic hemodialysis unit within Wende Correctional Facility. • Provide Registered Nurses and Dialysis Technicians for two (2) shifts per day, six (6) days per week to accommodate a patient load of 24 receiving dialysis, with the ability to provide a third shift under extenuating circumstances, with 72 hours-notice. Actual treatment will be based upon patient needs. • Provide and maintain all hemodialysis equipment and supplies. • Upon parole of other discharge from the custody of DOCCS, provider shall arrange for the referral of the incarcerated individual to an appropriate community-based dialysis facility or provider for dialysis services following release. In the event a referral cannot be completed prior to release, the provider will continue to assist with placement after discharge. Provider is not responsible for assisting with insurance or Medicaid. • Provide a full-time physician as Medical Director, whose responsibilities include the following: Planning, organizing, conducting, and directing the professional services of the Chronic Hemodialysis Unit. Monitoring and ensuring the quality of all services provided. Active participation in quality assurance (for the resultant contract, this is to include provision of quarterly reports to the State). Abiding by all State and Federal law surrounding patient confidentiality; any violation thereof may result in termination of the contract. Medical supervision and training of clinical staff. Ensuring adequate monitoring of patients and the dialysis process. Ensuring the development, availability, and implementation of patient care policies and procedures. Acting as a liaison for medical aspects of dialysis unit with DOCCS staff, including correctional facility personnel and any other outside agencies that may interact with the dialysis unit. Performing physical examinations as medically necessary, but not less than annually. Accepting patients for treatment and advise DOCCS when a patient cannot be adequately cared for in their current setting. Ensuring all regulatory requirements are met...
