Description

The County of Ulster, New York is one of the original twelve- (12) Counties of New York State, founded on November 1, 1683.  The County of Ulster has a population of approximately 179,000 and a total fiscal year 2019 budget of about $329 million.  In 2000, a compensation study was performed for all positions within the County.  Prior to this, a compensation study for management and legislative employees was conducted in 1985. 
 
In January of 2009 the County of Ulster changed its form of government from one governed by a thirty-three- (33) member Legislature to a Charter form of government governed by a County Executive and a Legislature.  The Legislature was reduced from thirty-three- (33) members to twenty-three- (23) members in 2011.  No compensation studies have been performed subsequent to these changes.
 
Project Goal
Ulster County’s Personnel Department is in search of a vendor to contract for the completion of a compensation study to examine all full-time management, non-union positions and pay scales in order to ensure that compensation and benefits levels are competitive, enabling the County to attract and retain employees with the skills necessary to maintain the outstanding levels of service that the County takes pride in providing to the public.  The study, when complete, may be used to update the County’s existing pay plan or used in the implementation of a new pay plan, if needed. 
 
The pay range midpoint has historically been used for comparison analysis in determining market wages.  However, both the minimum and maximum wage for a position must also be accurately surveyed for appropriate recommendations to be made.
