Description

The County of Rockland Department of Mental Health is considering the issuance of a Sole Source award to Bikur Cholim, Inc for the provision of Mental Health Services to Rockland County residents. Funding amount is contingent on the adoption of the County of Rockland 2018 Annual Budget. As such, the final funding amount may differ from the estimated amount provided in this notice.

Although services are available to all residents of Rockland County, the agency provides specialty services designed to meet the needs of the historically underserved orthodox, ultra-orthodox, and Hasidic Jewish communities of Rockland County.

This award may be made on a sole source basis in accordance with the Rockland County Procurement Policy.

The contract fills a need for:

Advanced Mental Health Training and Fellowships
Community Education and Outreach Program and Stigma Reduction

Program Goals and Services include, but are not limited to:

Advanced Mental Health Training and Fellowships

Advanced graduates of students of social work and psychology, under close supervision by licensed professionals, do an integral part of the provision of mental health care at the Clinic. Aside from being extremely motivated and effective therapists, their internship or fellowship placement allows for the agency to play a formative role in the development of the next generation of mental health providers. Applications to this program have come from Columbia University, New York University, Fordham University, Long Island University, Yeshiva University and the Chicago School of Professional Psychology.

Community Education and Outreach Program and Stigma Reduction

A key feature of the successful community mental health clinic is its acceptance and trust within the community that it serves. The agency looks to continue the commitment to the community of its catchment area by means of educational and outreach programs on a range of topics in the identification and treatment of mental health issues and substance abuse issues. The agency is planning to provide ongoing education for those who serve as gatekeepers and primary responders, and reaching out to individuals at risk. By bridging the gap between community leadership and mental health professionals the stigma of mental health issues can be addressed and the greatest number of people can receive the care they need.

The agency plans to address the substance abuse crisis within a community that is not aware of the crisis due to the limited knowledge base and media exposure of the dangers and addictive effects of alcohol, pain medication, and illegal drugs. Since early identification is critical for the best and most cost-effective means of intervention, the agency will run a media campaign addressing the danger in a culturally and linguistically accepted manner.

This notice is issued for informational purposes only and is NOT a request for competitive quotes.

Any non-profit agency that believes they are qualified to provide the services detailed above and is ready, willing and able to provide the services; shall respond to this notice no later than 3 PM on April 19, 2018 (14 days after advertisement) of this announcement. The response should provide specific details regarding the agency’s interest in providing such services as well as their prior experience in providing the same or similar services. In addition, the response should detail the agency’s connections to the Rockland County community.

Organizations submitting a proposal must meet the following requirements:

A NYS licensed mental health clinic with the ability to address the cultural and language needs of the community.

Be a 501 (c)3
Be governed by a Board of Directors
Be up-to-date with all IRS filings
Be up-to-date with all NYS filings
Have a 2018 budget with Board approval
Be fiscally sound
Have a Non-discrimination Policy
Have a Conflict of Interest Policy
Maintain program records for the purpose of an audit and provide to the County all program-related information including proprietary materials, upon request
Submit quarterly and year end reports, including attendance lists for each group activity, and log sheets for clients served
Be available for on-site visits, announced and unannounced

A determination by the County not to compete the proposed contract is solely within the discretion of the County.
