Specifications include, but are not limited to: APS is requesting proposals from professional temporary staffing firms with the ability to provide temporary substitute teacher and/or substitute educational assistant services. All temporary substitute teachers and/or substitute educational assistants furnished by awarded contractor(s) shall be considered solely contractor(s) employees or agents, and contractor shall be fully responsible for payment of all unemployment, social security and other payroll taxes, including contributions when required by law. The term “employee” refers to the temporary personnel provided by the awarded contractor(s). The “employee” as provided by the awarded contractor(s) shall in no manner be deemed an employee of APS nor be automatically entitled to any benefits such as, but not limited to, retirement, insurance, vacation/sick leave, incremental pay raises, etc. that may or may not be afforded to APS employed personnel performing same or similar duties. Substitute staffing is required by APS on a daily basis at all of our schools. The need for a substitute may be preplanned or may occur at the last minute. APS desires to ensure that every classroom and/or location that is in need of a substitute is appropriately staffed each day with qualified personnel. The awarded contractor(s) shall provide services that include screening and establishing a pool of substitute teachers and substitute educational assistants for APS.
