Specifications include, but are not limited to:. The software is to be a cloud based, employee relations management tool. This application will not take the place of the City’s existing Human Resources software, PeopleSoft. The software by design and implementation will sit alongside and fill critical gaps in the departments existing software, as has been identified by the department. The software’s objective and design should be to provide a means to the department to assure consistency and fairness in managing all such personnel issues dealing with employee grievances and violations of policies and procedures. . The department will accomplish this with software that can provide: An automated process that leads the supervisor through the proper and agreed upon process for handling each grievance or corrective action. Single location for all interactions with the employee A single resource for accessing policies and procedures agreed upon by multiple bargaining units Correspondence templates, as approved by management for all correspondence with the employee. The ability to route all activity selectively by employee to the proper management chain of command. The ability of management to review and override, if necessary, prior to action with the employee Ability to allow upper management to review the performance of all supervisors in dealing with employee grievances or policy infractions to determine the need for further training Ability to allow upper management to determine problematic policies and procedures to address at future bargaining sessions Ability to interface with existing HR software, PeopleSoft-Labor Relations, to insure commonality of Employee records.
