Specifications include, but are not limited to: Every CDBG-funded activity must qualify as meeting one of the three (3) national objectives of the program. This requires that each activity meets specific tests for either: Benefiting low- and moderate-income persons, Preventing or eliminating slum or blight, or Meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community, and other financial resources are not available to meet such needs. Low and Moderate Income Benefit There are three (3) main types of Low and Moderate Income (L/M) benefits: (1) Area Benefit Activities (LMA) - An area benefit activity is an activity; which meets the identified needs of L/M income persons residing in an area where at least 51% of the residents are L/M income persons. The benefits of this type of activity are available to all persons in the area regardless of income, but due to the income level of the neighborhood, activities are presumed to benefit those with a L/M income. The City of Farmington Targeted Low Income Map is attached as Exhibit A. (2) Low and Moderate Income Limited Clientele (LMC) – This is an activity which provides benefits only to persons who earn 80 percent or less of the median family income (<80% MFI), as set by HUD. Income limits set by HUD are subject to change. A key provision of LMC projects is that all persons assisted must have their family income level verified. (3) Low and Moderate Income Housing (LMH) – This type of activity provides housing based assistance to persons who earn <80% MFI, as set by HUD. Income limits set by HUD are subject to change.
