Specifications include, but are not limited to: The purpose of this Request for Proposals (RFP) is to establish one or more contracts to provide one-on-one academic detailing services to medical care providers and pharmacy training about the prescribing and dispensing of opioids, respectively, and prescribing benzodiazepines, including applicable laws and recommended practices for New Mexico prescribers and pharmacies in order to enable those providers and pharmacies to reduce death and injury resulting from injudicious prescribing and dispensing practices. The Contractor Shall: A. Develop, update, adapt, or use a current academic detailing curriculum, such as one produced by the University of New Mexico in 2017 to meet specifically timed one-on-one academic detailing sessions and incorporate the “CDC Guideline for Prescribing Opioids for Chronic Pain – U.S., 2016, New Mexico health provider and pharmacy licensing boards’ pain management rules, Federal and NM laws relating to prescribing and dispensing of opioids and benzodiazepines, administration of Opioid Antagonists (Naloxone Standing Order) (NMSA 24- 23-1), and Good Samaritan Law (24-10-3 NMSA 1978), subject to Department review and approval. This includes printing and graphic design costs for final academic detailing session materials. Academic detailing may be offered in (1) hour sessions totaling up to five hours for each provider. Provision of curriculum material to all participants. Maintain, edit, and improve toolkit material based on provider and DEPARTMENT feedback. B. Meet with Department staff and other interested groups such as medical provider and pharmacy licensing boards to plan improvements and for contract monitoring and Academic Detailing evaluation purposes. C. Advertise the availability and conduct appropriate planning for the academic detailing services. D. Contact providers and/or provider groups to provide orientation and address reluctance about opioid use-related academic detailing and schedule in-person one-on-one consultations. These contacts will be based on provider, clinic, hospital professional association, and provider licensing board contacts with the academic detailing team about chronic noncancer pain (CNCP) tools, academic detailing activities, including scheduling. E. Participate in ongoing technical support and social marketing technique training that includes but is not limited to regular webinars and occasional in-person clinical educator training sessions. F. Establish and maintain positive, service-oriented relationships with prescribers and office staff through repeated office visits and contacts. G. Develop creative strategies to gain access to healthcare offices, schedule appointments, meet with clinicians, and follow up on requests for additional information and support.
