Specifications include, but are not limited to: Specifications The New Mexico Department of Game and Fish wishes to establish a contract for Farm and Harvest Production. The purpose of this Invitation to Bid (ITB) is to hire a Contractor to produce specified crops on the Belen and Casa Colorado Wildlife Management Areas for the benefit of wildlife. The Contractor will be required to produce for the New Mexico Department of Game and Fish (Department) a minimum 600,000 pounds of grain corn annually, and the quantity of grain sorghum bid by the Contractor (“Contractor’s Sorghum Bid”). This contract will be awarded to the contractor with the highest Contractor’s Sorghum Bid that is responsive in all other material respects, a minimum 475,000 pounds of sorghum bid is required. To cover the Contractor’s costs, the Contractor will be allowed to plant, harvest, and use/sell legume or soil-improving crops and other approved crops, for its own account, outside the Contractor’s obligation to produce the required corn and sorghum for the Department. • Provide all personnel, equipment, labor, and supplies needed to produce agricultural crops, including scheduling and management of irrigation water, on up to 528 acres of the Property. • Produce agricultural crops for the benefit of the Department per the following specifications and obligations: o Annually by October 31, produce at a minimum 600,000 pounds of grain corn and leave standing in the field until a spring date agreed upon by the Farm Manager and the Contractor. Production will be determined using the Corn Yield Component Method (Exhibit C). o Annually by October 31, produce at a minimum the quantity of grain sorghum specified by the Contractor’s Sorghum Bid and leave standing in the field until a spring date agreed upon by the Farm Manager and the Contractor. Production will be determined using the Sorghum Yield Component Method (Exhibit D). o Ensure that the Contractor and Farm Manager mutually agree upon and sign a Farm Plan annually identifying specific fields designated for production of this grain corn and grain sorghum obligation. o Participate with the Farm Manager annually to perform grain corn and grain sorghum Yield Component Method surveys to verify production measurements. o Per results of Yield Component Method Surveys, if the Contractor is unable to annually, by October 31, produce 600,000 pounds of grain corn and/or the quantity of grain sorghum specified by the Contractor’s Sorghum Bid, the Contractor shall within 30 days make up the applicable shortfall(s) by providing the Department with the balance of poundage of the respective grain. Shortfall grain shall be subject to inspection and approval by the Farm Manager prior to delivery.
