Summary of Specifications:
This Request for Proposal (RFP) is issued by the City of Clovis for the Parks and Recreation Department. The purpose of this RFP is to solicit proposals from qualified bidders to operate, maintain, and manage the City of Clovis Municipal Golf Course located in Clovis, Curry County, New Mexico. The Department is seeking an Operator that has experience and knowledge in operating golf courses, is financially stable, and shows strength in customer service commitment and employee performance. The winning bidder will enter into a four-year Operating Agreement with the City and will have the potential to renew the Operating Agreement for an additional four-year term. As consideration for entering the Operating Agreement, the successful bidder will pay the City a fixed annual fee, adjusted annually by the Consumer Price Index, plus a percentage of its annual gross revenue earned from course operations. It is the goal of the City to continue the safe and efficient operation of the Golf Course Property. Thus, the City intends to enter into an agreement with a capable Operator that will both operate and develop the Golf Course Property in accordance with Federal, State, and local laws and the terms set forth in the Operating Agreement. The successful bidder will have daily control over the Golf Course Property and will be responsible for its full time operation, as well as its physical and commercial development. All bidders shall submit as part of their bid proposals an Operational Management Plan, setting out how they propose to operate, manage, and develop the Golf Course Property. Based on this Operational Management Plan, bidders also must propose annual fee percentage to the Management Firm, plus a fixed flat fee. The winning bidder will be the qualified, experienced bidder whose proposal is most responsive to the City’s goal and whose plan provides a realistic means of generating revenue for the City. The intent of this RFP is to award a contract in the form of a six-year (6) contract. Three (3) initial years and three (3) renewals) Operating Agreement to a responsive bidder whose bid conforms to the requirements of this RFP and is most advantageous to the City of Clovis, price and other factors considered.
