Specifications include, but are not limited to: 1. Licensed attorney of the State of New Jersey and a) Retired Judge of the Superior Court of New Jersey or retired Administrative Law Judge with extensive experience in handling cases from the New Jersey Department of Personnel; or b) A minimum of at least ten (10) years handling public sector disciplinary hearings and grievance hearings involving public sector collective bargaining agreements. At the direction of the Board of Chosen Freeholders or senior County staff, schedule and hold hearings either requested or required involving the major and/or minor disciplinary matters of County employees; b) Acting as a hearing officer in matters in which factual appeals can be made to the Board of Chosen Freeholders (i.e. determination of low responsible bidder, County Planning Board appeals, etc.); c) At the request of senior County staff and/or County constitutional or statutory officers, hold hearings on grievances filed by County labor union in disputes involving collective bargaining agreements. All hearings shall be followed by a written decision outlining the facts as the Hearing Officer sees it from the hearing presentation within a reasonable amount of time following the hearing.
