Specifications include, but are not limited to: The basic goals of this Health Service contract are: To provide twenty-four (24) hour health care to the inmate population. To maintain National Commission on Correctional Health Care Accreditation. To minimize off-site visits. To offer a health and medical services program that minimizes legal liability. To provide a cost effective program and to minimize other health care related costs such as off-site transportation and security. The successful Vendor shall meet the following general requirements: 1. Provide clinically necessary medical, mental health and dental services to all inmates, principally onsite, as effectively and efficiently as possible. 2. Vendor shall maintain NCCHC accreditation at the Atlantic County Justice Facility (at no expense to the County) and maintain such accreditation for the remaining duration of the contract and without any lapse. 3. Vendor shall maintain NJDOC healthcare standards. 4. The Vendor shall comply with all policies and procedures issued by the Atlantic County Justice Facility. 5. Establish and carry out a written health care plan with clear objectives, policies & procedures, and on-going audits consistent with the applicable standards to provide a health and medical services program that minimizes or eliminates legal action. The County must be provided a copy of this written health care plan. 6. Maintain complete and accurate records of all medical, dental, mental health care and substance abuse services. 7. Collect, analyze and distribute health statistics on a monthly basis and as needed to appropriate County staff. 8. Provide infectious disease control for the facility, and provide reports to the Atlantic County Department of Health in a timely manner. 9. Provide substance abuse treatment services, inmate counseling and inmate programs. The Vendor shall interact with the Courts, Probation, Intensive Supervision Program and all other relevant agencies regarding inmate case files pertaining to substance abuse concerns/issues. 10. Operate the health care services in a manner with respect to the inmates’ right to basic health care services, and in compliance with all applicable governmental regulations, laws, and standards; to include those established in the Health Insurance Portability and Accountability Act of 1996 (and all applicable updates/changes). 11. Maintain an open and collaborative relationship with all County personnel and ACJF operational staff. 12. Implement appropriate and reasonable cost saving measures whenever possible and, present suggestions at monthly Medical Audit Committee meetings and other opportunities.
