Specifications include, but are not limited to: In accordance with N.J.S.A., 19:44A-20.4 et seq., The Ocean County Board of Health is requesting qualifications (RFQ) from law firms or individuals licensed to practice law in the State of New Jersey that wish to provide general counsel and litigation services to the Ocean County Board of Health, its Officials and Divisions, as directed by the Board. It is the intention of the Ocean County Board of Health to appoint Legal Counsel to provide legal services to the Ocean County Board of Health for the calendar year 2019 in the following areas of service: General Counsel Services. The successful firm(s) must have a primary office in Ocean County and a minimum of five years experience in representing county or regional boards of health in contractual matters; civil service and personnel matters; public contracts; intergovernmental contracts; federal and state agreements; joint ventures, partnership and grant agreements; solid waste and environmental matters and litigation; risk management and workers compensation matters; OPRA and HIPPA matters; and general litigation. The successful firm will provide the Ocean County Board of Health with legal guidance relating to but not necessarily limited to: 1. Legal research and/or advisory opinions if needed; 2. Represent the Ocean County Board of Health in all matters in Federal and State courts as well as administrative tribunals and forums; 3. Review and/or draft Board Resolutions, Ordinances and motions; 4. Review and/or draft all Contracts, Inter-Local and Inter-Agency Agreements; 5. Attend all meetings of the Board of Health; 6. Be readily available for meetings with the Board of Health, its administrators and officials upon request; 7. Advise the Ocean County Board of Health of changes in State and Federal law and regulations, as well as Court decisions, which will impact the county; 8. Any other matters as directed by the Ocean County Board of Health.
