Specifications include, but are not limited to: The Consultant shall provide the County of Monmouth with professional services necessary to perform a comprehensive traffic analysis, geometric analysis and design, roundabout design, stormwater analysis, and secure all applicable permits and approvals. The T-intersection of Phalanx Road and Campus Drive, which provides access to Brookdale Community College, is controlled by a stop sign posted on the Campus Drive approach. The project will replace this three (3) legged intersection with a roundabout. Phalanx Road, which is a local road within the boundaries of the Township of Middletown, provides access to the Monmouth County facility – Brookdale Community College. It is subject to roadway jurisdiction exchange between the Township of Middletown and the County of Monmouth once the project is completed. It is a one (1) lane roadway in each direction with minor shoulders. The posted limit is 40 MPH and is located between the municipal border of Middletown and Colts Neck, and CR 520 (Newman Springs Road). Campus Drive is a spine road traversing through Brookdale Community College between CR 520 (Newman Springs Road) and Phalanx Road. The Campus Drive approach to Phalanx Road has two (2) lanes in each direction. Pedestrian and bicycle accommodations along the corridor shall be evaluated as to compliance with the Americans with Disabilities Act (ADA) and the Monmouth County Complete Streets Policy as applicable.
