The selected firm or individual shall develop, implement, and manage a qualifying affordable housing rehabilitation program in accordance with the requirements of the Fair Housing Act of New Jersey 2024, N.J.S.A. 52:27D-301 et al, as amended, Uniform Housing Affordability Controls (UHAC) N.J.A.C. 5:80-26.1 et al, as amended, and the Fair Housing Act Substantive Rules (N.J.A.C. 5:99), as well as State and local procurement requirements. The scope of work includes, but is not limited to: (a) Updating the Township’s existing proposed policies and procedures manual for the Housing Rehabilitation Program if needed, or developing a new manual; (b) Marketing the housing rehabilitation program to Cherry Hill residents and home improvement contractors (including development of marketing materials). A description of the marketing plan should be include in the response to this RFP (c) Case management, including conducting intake of client applications and maintaining waiting lists and seeing projects through to completion; (d) Determining resident eligibility for program by income-qualifying households; (e) Conducting comprehensive inspections of dwelling units to identify building, electrical, and plumbing, health and safety violations; (f) Providing a detailed work- write up, specifications, and cost estimates; (g) Preparation and administration of contract and loan documents, including coordination of signing and recording of documents in County Clerk’s office; (h) Solicitation of cost proposals/bids and management of contractors and bid tabulation; (h) Inspection of contractor work; (i) Tracking progress of project and communicating with Township, homeowners, contractors, and inspectors. (j) Assistance in resolving any contractor/client disputes; preparation of any change orders; (j) Recommending when payment is ready for processing by the Township; (k) Providing client files and all related case management records to Township for its records; (k) any other related services as needed.
