SCOPE OF WORK 1. Assistance to the Municipal Housing Liaison (MHL) The selected firm or individual shall assist the MHL in the following manner: (a) Prepare updates to the Township’s Affordable Housing Administrative Agent Policies and Procedures Manual, Affirmative Marketing Plan, and any operating manuals for affordable housing activities, as needed; (b) Conduct outreach to, and collect data from, facility operators that may have credit worthy bedrooms or units in the Township (i.e., group homes, community residences, assisted living facilities, etc.); (c) Perform research and update any missing data or information for the Township’s affordable units in the New Jersey Department of Community Affairs’ Affordable Housing Monitoring System (AHMS); (d) Review proposed deed restrictions and Affirmative Marketing Plans of new developments containing affordable units and provide guidance to third-party Administrative Agents for compliance with UHAC and the Township’s Affirmative Marketing Plan; (e) Assist with providing oversight over third-party Affordable Housing Administration Agents who are contracted to perform administrative agent services within the Township; (f) Assist Township staff in sending annual mailings to owners of affordable dwelling unitsin the Township (i.e., Low Cost Housing and Scattered Sites Sales), reminding them of UHAC requirements and who to contact if they want to sell their home or refinance their mortgage; (g) Provide monitoring reports of Township affordable units to the Department of Community Affairs, as required; (h) Review and recommend updates and develop content for Township’s affordable housing webpages, as needed; (i) Assist with implementation of the Township’s affordable housing mechanisms; (h) Perform additional related services, as directed. 2. Administrative Agent Services for Certain Resale Units The selected firm or individual shall perform the duties and responsibilities of an Administrative Agent, in accordance with the requirements of the Fair Housing Act and UHAC, for the resale of certain owner-occupied affordable units, as directed and identified by the Township. At this time, the selected firm or individual shall serve as the administrative agent for 20 affordable units at Park Place Condominiums at Garden State Park. Administration of additional owner-occupied affordable units in other areas of the Township may be requested in the future. 3. ‘Affordability Assistance Program’ Services The selected firm or individual shall implement and manage the Township’s affordability assistance programs identified in the Township’s Housing Element and Fair Share Plan. The programs include, but are not limited to: a ‘New Tenant Rental Assistance Program,’ an ‘Emergency Rental Assistance Program,’ and a ‘Down Payment and/ or Closing Cost Assistance Program.’ Required services include, but are not limited to: preparation of an update to the Township’s Affordability Assistance Policies and Procedures Manual (if needed), reviewing applications for program eligibility, income-certifying applicants, approving payment requests, communicating with applicants, landlords, attorneys, title companies, as well as any related services, as directed. For the Down Payment/Closing Cost Assistance Program, it shall also include preparation of repayment agreements, mortgage and promissory notes, and recording documents.
