Specifications include, but are not limited to: • Perform a pavement condition survey of the City's 405 centerline mile road network. • Perform a condition survey of the City's 250 mile sidewalk network, including accessible ramps, widths, and surface materials. • Establish an updated Pavement Condition Index (PCI) rating for each pavement section that includes a quality control process. • Establish a condition index and rating system for all sidewalk segments and accessible ramp locations. • Update the existing roadway, sidewalk, and ramp GIS asset databases. • Manage the update and addition of assets to GIS/Maximo asset management systems. • Implement and provide to the City a user-friendly pavement management system to model roadway pavement performance, recommend maintenance and rehabilitation strategies, and manage a robust capital improvement program. This tool is intended for use by DPW personnel for annual program planning and execution. • Develop a fiscally constrained five-year plan for roadway preservation and rehabilitation. • Develop a programmatic strategy for maintenance and rehabilitation of sidewalk and curb ramps based on condition ratings for an annual sidewalk maintenance program. • Prepare a fiscally constrained sidewalk master plan that includes accessible ramp compliance, maintenance of sidewalk conditions, and locations to expand or infill the sidewalk network.
