Specifications include, but are not limited to: 3.2.1 Business Application 3.2.1.1 The solution is browser-based, accessible via the Internet, and executable on standard PCs and other devices. 3.2.1.2 The solution’s user interface is based on a standards-based browser environment. 3.2.1.3 The vendor will solely maintain the solution’s software code. 3.2.1.4 The solution will follow Federal grants management data standards. 3.2.1.5 The solution will meet or exceed industry quality standards. 3.2.2 Cloud Solution 3.2.2.1 The solution is cloud-based SaaS hosted by a third-party. 3.2.2.2 The physical location of the hosting data center(s) will reside in the United States. 3.2.2.3 If the solution is hosted by additional third-party providers/ subcontractors other than the primary contractual cloud vendor, the third-party provider adheres to the terms of the primary contract for security, backups, recovery, performance, etc. 3.2.2.4 All cloud providers (i.e., primary vendor, subcontractors, related third parties, etc.) supporting the solution will give advanced notice if the cloud hosting agreement is discontinued or changed. 3.2.2.5 The vendor will identify cloud service levels, in conjunction with the State, to cover uptime and availability, planned downtime, service response times, simultaneous users, problem response and resolution times, data security, etc. 3.2.2.6 The vendor will mitigate any suspension of service, withholding of services, and other similar cloud hosting agreement clauses for the State. 3.2.2.7 The vendor will provide a termination agreement and exit strategy that defines a reasonable timeline for the State to obtain its data when the agreement is discontinued. 3.2.2.8 The vendor will provide training for the cloud product. 3.2.2.9 The State will contractually own the secure data that resides in the cloud. 3.2.2.10 The cloud solution will include all cloud platform environment certifications required by law or State information security policy, standards, and procedures, including State Security Standard S5.06.01, Cloud Hosting. 3.2.3 End-User Training and Acceptance 3.2.3.1 The solution will include end-user training. 3.2.3.2 The vendor will provide end-user training, materials, courses, scheduling, facilities, and data content development in collaboration with the State. 3.2.3.3 The solution will include end-user acceptance testing. 3.2.3.4 The vendor will develop and execute a user acceptance test plan (UAT) in collaboration with the State. 3.2.3.5 The vendor will collaborate with the State to identify between 25 and 100 system artifacts, including screens, forms, workflows, reports, and other end-user items to be tested. 3.2.3.6 The vendor will collaborate with the State to identify between 25 and 100 test cases and scenarios to be produced and tested.
