Specifications include, but are not limited to: 1. Using the results of the feasibility study, analyze and determine the proper NEPA classification. It is anticipated that the project will either be classified as a Categorical Exclusion (CE) or an Environmental Assessment (EA) 2. If it is determined that the project falls under the CE classification, the proposer will support the DEPARTMENT in its internal efforts to acquire documented approval from the Federal Highway Administration (FHWA). The goal for completion of the CE support and thirty percent (30%) design effort will be twelve (12) months. 3. If it is determined that the project falls under the EA classification, the NEPA study must be completed in twenty-seven (27) months, which includes receiving NEPA approval of the Environmental Assessment (EA) document, Finding of No Significant Impact (FONSI), and approval of the Change Control Access Report (CCAR)
