Specifications include, but are not limited to: 3.1 Currently, the concession facility exists as a completed structure with basic beverage bar, food preparation, grill/stove/oven, food storage (to include walk-in refrigerator and freezer units), display case, and dishwashing/cleaning amenities. The interior and decor are finished as well. Other permanent appurtenances necessary for basic operation of the concession have been provided by Nevada State Parks. All non-permanent and non-fixed appurtenances will be provided by the concessionaire. Any proposed changes to the existing facility must be coordinated with and approved by Nevada State Parks. No major changes to existing facilities will be allowed without express written approval by Nevada State Parks. The concessionaire will staff, operate, and maintain the concession under the concession lease with the Nevada Division of State Parks. 3.2 Food Concession operations shall promote a safe, enjoyable and high-quality experience for a variety of visitors at the park. The Food Concession’s services, and pricing should also be able to respond to the market demands of a public park with a visitor population of predominately moderate incomes. Sand Harbor is a park which operates as an “entry for fee” area and has strict patterns of use within the confines of well-defined seasons. The peak season of the park has historically been June, July, and August, and represents a period in which the park routinely operates at, or near, maximum capacity. The majority of days during this period experience park closures due to the elevated levels of visitation. On those days, vehicle entry into the park is restricted once the parking lot has filled, usually until approximately 3 PM -5 PM. 3.3 The shoulder season periods of May, September, and October are moderately busy, with the majority of the visitation occurring on the weekends. The remainder of the year is considered the off-season with visitation dropping dramatically. All periods of use in the park are very weather dependent. The business plan of proposed operations must be able to successfully function within this environment and under the variable conditions of the park. Proposers to this RFP should carefully evaluate these market and park conditions and plan or respond accordingly.
