Specifications include, but are not limited to: a. Air Quality analysis. The consultant will utilize TRPA model outputs provided by TRPA staff to conduct necessary air quality analysis to support environmental documentation. The Lake Tahoe Air Basin has been deemed in attainment for National Ambient Air Quality Standards (NAAQS), therefore TRPA is no longer subject to Environmental Protection Agency/FHWA Air Quality Conformity requirements. The air quality analysis required will now focus on CEQA and TRPA required environmental documentation. b. Roadway Segment Level of Service Analysis at up to 24 roadway segments (Per TRPA Code). c. Greenhouse Gas Reduction Analysis. In addition to the broader air quality analysis above, the consultant will be responsible for conducting greenhouse gas analysis required by CEQA, and consistent with California and Nevada GHG policy as necessary. The analysis will provide a calculation of regional GHG forecasts. (Regional & CA only per SB375)
