Specifications include, but are not limited to: i. The scope of services identified in this RFP is meant to serve as a general description of required services and anticipated project tasks. ii. Develop a complete set of construction documents and specifications to allow for the renovation of the Eagle Parking Garage. Renovation shall include, but may not be limited to: removal of the existing garage façade and replacement with a new façade; structural repairs; all necessary elevator repairs and replacements to both elevators; mechanical, electrical, and plumbing system repairs; lighting system updates; signage and striping replacement, and ‘core and shell’ repairs to first floor retail spaces. iii. Meet with City project team to review the scope of required services, design criteria and expectations, obtain background information, and confirm project schedule. iv. Review related and pertinent project information, including budget guidelines, utility requirements, site restrictions, etc. v. Provide necessary professional surveying required to complete the design. vi. Identify issues such as utility conflicts, site access issues, permit needs, and related items. vii. Coordinate permit processes as required from all Federal, State, local, and any other applicable regulatory agencies. viii. Include in proposed scope of services a list of any and all permits perceived to be required, based upon professional experience. ix. Assist the Owner in the evaluation of proposals for the Construction Manager at Risk (CMR) for the project. Advise the Owner as to the acceptability of subcontractors and other persons and organizations proposed by the CMR for those portions of the work where such acceptability is required by the specifications. x. Attend and participate in project meetings, discussions, conference calls, etc. during the design phase as necessary with the Owner and its various representatives, including the Construction Manager at Risk (CMR), once procured. xi. Review cost estimates produced by the CMR and provide input, including during any value engineering efforts, as required. xii. Prepare Construction Documents consisting of complete plans and specifications that set forth in appropriate detail the requirements for construction of the work. Construction Documents shall include all necessary specifications, conditions, and provisions of the project. xiii. Develop various bid packages in conjunction with the CMR as outlined in this RFP which maximize bid opportunities, economies of scale and scope, bidding environments and timelines, and which will provide the best overall value to the Owner. xiv. Assist the Owner in review of the CMR’s Guaranteed Maximum Price proposal to ensure that work is not stated which will be completed by the Vendor, the Owner’s Project Manager, or other third party vendors or representatives contracted by the Owner. xv. Address questions from bidders during the bid process and prepare bid addenda as necessary in conjunction and coordination with CMR. Assist the Owner and CMR in the evaluation of bids for award as required. xvi. Provide construction administration services in such a manner to ensure conformance of construction to project design specifications and requirements.
