Specifications include, but are not limited to: 2.1 Evaluator shall provide process, outcome and impact evaluation of the Tobacco Free Lancaster County coalition through activities including: 2.1.1 Assess program effectiveness addressing local tobacco prevention and control through changes in policy, social norms, and community health status change; 2.1.2 Assess current coalition infrastructure, process, and capacity, identifying efficiencies and/or inefficiencies, and areas of improvement; 2.1.3 Assess that strategies are evidence-based, tied to coalition goals, and are reaching intended audiences; 2.1.4 Assess methods and effectiveness of outreach, media, communications, and policy efforts, and exposure of individuals and communities to local programs and efforts; 2.1.5 Assist and focus the coalition on developing an on-going evaluation plan. 2.2 Evaluator shall assess coalition membership for representativeness compared to community demographics and other identifiable gaps. 2.3 Evaluator shall assess the coalition’s ability to build member capacity. 2.5 Evaluator will attend coalition and task force meetings and/or activities as needed and appropriate to gain adequate program information. 2.5.1 Some task forces meet monthly, some less frequently.
