Specifications include, but are not limited to: 1. The Contractor will provide comprehensive magazine subscription fulfillment services to achieve economical and practical results in the operating environment of a state government publishing organization. Contractor must provide customer service for NEBRASKAland Magazine print subscribers, including all areas of customer service related to subscriptions, sales, customer support, and fulfillment issues (the magazine is drop-shipped by the printer directly via U.S. mail to print subscribers). Contractor must sell annual, two and three-year subscriptions and related products (such as the NEBRASKAland calendar and other publications) at a price agreed upon by NGPC and Contractor through online orders, mail orders, and phone orders. 2. Essential services to be provided include managing the subscriber database. This entails: migrating current subscriber data including but not limited to names, mailing and billing address, phone and email, and subscription expiration dates for both regular subscriptions and gift subscriptions; entering new subscriber records and all subscriber transactions; entering or importing new or renewal subscriber information provided by NGPC from outside sales sources such as NGPC offices or other systems; sending renewal notices; and renewing subscribers; balancing and depositing payments; providing, hosting and maintaining a customer-friendly and PCI DSS (Payment Card Industry Data Security Standard) compliant web-based system to accept credit card payments for the sale of both new subscriptions and renewals and related products; supplying a toll-free number service for subscription inquiries, accepting orders and processing changes for the customer; and analyzing and reporting on basic subscriber data. 3. Contractor must provide, host and maintain a web-based system that must allow for, but not limited to, the following: a. Sales of NEBRASKALand magazine subscriptions b. Renewal of existing NEBRASKALand magazine subscriptions c. Addition or removal of products for sale d. Ability to sell 'combo’ product such as a Magazine and a Calendar combined as one (1) product e. Customer account creation f. Customer purchase of multiple products in one transaction g. Ability for customers to add special instructions or notes to the order h. Ability for customers to have different billing and shipping addresses i. Ability for customers to send subscriptions or products as gifts j. Communications to customer k. Addition/import of customer orders and subscriber information for sales conducted through other sources l. Acceptance, processing and tracking of NGPC-defined promotional or coupon codes m. Tax-free sales, based on the customer or the product being tax exempt n. Calculation and collection of Nebraska state and local sales tax for sales based upon the product delivery address. This is required by state statute. o. Tax on shipping p. Free shipping or shipping based upon a standard rate q. Exportable CSV reports or ad-hoc queries for reporting products sold, customer information, general ledger account information r. Ability for customer to ship items from one order to multiple addresses s. Ability for customer to update their contact information
