2018-010 - Wastewater System Corrective Action Plan - Part 1 Engineering Services

The City of Monroe Wastewater Department is soliciting proposals from professional engineering consulting firms to perform engineering services related to the *Corrective Action Plan (CAP) Work Plan.  Tasks may include but are not limited to the following: flow monitoring, analysis, modeling, basin sizing, inflow and infiltration removal recommendations, inflow and infiltration removal quantification estimates, basis of design reporting, etc to implement the CAP by the dates indicated below.  The CAP shall meet the following Remedial Design Standard (RDS): Discharge shall be eliminated to the 25-year, 24-hour event (3.6 inches in 24 hours), in the growth season (April through October), using normal soil moisture, a rainfall hyetograph based on Natural Resources Conservation Service (NRCS) Type II, Bratter-Sherrill, or equivalent for total amount and peak hour amount, and the flow generated by such an event may result in a discharge no more often than once per 10-year period on average (April through October).

Corrective Action Plan Work Plan: The City of Monroe is currently negotiating a revised National Pollution Discharge Elimination System (NPDES) permit.  Section A Limitations and Monitoring Requirements, Part 13 Schedule for Corrective Action Plan and Certification, subparts “a” through “d” of the revised permit, requires the following:
 

1. On or before July 1, 2018, the permittee shall submit for Department review and approval a work plan to implement the CAP.  The work plan to implement the CAP shall specify how the permittee will conduct flow monitoring for up to an 18-month period, analyze flow data, project flows to the RDS established herein using a hydraulic model, assess recommendations, and formulate specific corrections needed to meet the RDS established herein.
2. On or before September 1, 2018, the permittee shall commence flow monitoring as specified in the approved work plan to implement the CAP.
3. On or before March 1, 2020, the permittee shall complete flow monitoring as specified in the approved work plan to implement the CAP.
4. On or before November 1, 2020, the permittee shall submit to the Department for review and approval an administratively complete basis-of-design report.  The basis-of-design report shall meet the requirements set forth in Part 41, Sewerage Systems, of Act 451.
