Dated: March 20, 2018. The City of Rochester Hills is soliciting proposals from qualified and
experienced contractors for Irrigation System Maintenance and Repair Services for one (1) year; the
City reserves the right to exercise an option to renew for two additional one (1) year periods.
Sealed proposals will be received by the City of Rochester Hills, at the Purchasing Division, 1000
Rochester Hills Drive, Rochester Hills, MI 48309 or submitted online through the MITN website until
3:00 p.m. local time, on April 10, 2018, at which time and place proposers’ names will be publicly
read aloud. Late submittals will not be accepted. No faxed proposals will be accepted. All information
requested herein must be submitted with the proposal prior to the due date; failure to do so may result
in rejection of the proposal as non-responsive and/or incomplete. The City reserves the right to
postpone the due date for its own convenience. Proposals are considered received when in the
possession of the Purchasing Division at the due date and time.

prior to March 27, 2018 @ 11:30 a.m., at which time a response will be prepared and forwarded to all
vendors as an amendment, or an addendum to the proposal, if such information would be of
significance to uninformed proposers. Questions received after the date and time above will not be
considered. Only the person designated above is authorized to seek additional information from
prospective firms regarding their proposal. Correspondence or inquiries made directly to firms
regarding their proposal from other persons are to be directed to the employee designated above for
appropriate review and response.
The City of Rochester Hills officially distributes proposal documents from the Purchasing Division or
through the Michigan Intergovernmental Trade Network (MITN). Copies of proposal documents
obtained from any other source are not considered official copies. Only those vendors who obtain
proposal documents from either the Purchasing Division or the MITN System are guaranteed access to
receive addendum information, if such information is issued. The first step to do business with the City
is to become a registered vendor by visiting www.mitn.info to link to the MITN website. Proposers
will be notified by mail when an award is made and a notice posted on the MITN website.
The submission of a proposal shall be considered evidence that the proposer is satisfied with respect to the conditions encountered, and the character, quantity and quality of the work to be performed. The
contractor acknowledges that he/she has investigated and satisfied himself/herself as to the conditions
affecting the work, including, but not restricted to, those bearing upon transportation, disposal,
handling and storage of materials, availability of labor, water and electric power. Any failure of the
proposer to acquaint himself/herself with the available information will not relieve him/her for
responsibility for properly estimating the cost of successfully performing the work. The City of
Rochester Hills shall not be responsible for any conclusions or interpretations made by the contractor
of information made available by the City of Rochester Hills. All submitted prices shall remain in
effect for at least ninety (90) days from the date of the opening.
