18-128 - Healthy Start Software

Genesee County, Michigan, seeks proposals from providers of Healthy Start HRSA vendor hosted web-based software systems.  The software must provide a case management platform, as well as, support all Core Components of federally mandated evaluation tools.  These services as part of this RFP will be needed for the following groups of users.
 

• Health Department Healthy Start staff
• Evaluation staff

• Vendor hosted web-based software systems
• Compatible with the required Healthy Start HRSA Federal database
• Utilization of Healthy Start HRSA XML Schema Implementation Guide for Healthy start screening tools to build software (Demographics, Pregnancy History, Prenatal, Post-Partum, Interconception) (http://healthystartepic.org/healthy-start-implementation/monitoring-data-and-evaluation/)
• Upload all user data, in particular Healthy Start Federal Screener data, to the Healthy Start HRSA Federal database
• Provide all data in an acceptable timeframe to the Healthy Start HRSA Federal database
• Meet all current federal requirements and commit to keeping updates consistent with current regulatory standards.
• Hosted web-based system
• Company and related software tasks preferably based and performed in the USA.
• Support the Core Components: Outreach, Health Education, Case Management, Interconceptional Care, Depression Screening, Parenting
• Fully customizable to meet site needs and a client base of 500-600 annually
• Comply with federal updates
• Produce all HRSA-required reports as needed by the users, on demand and have query capability
• Case Management component that includes ability to identify and interrelate services for clients and families
• Available training as needed, ease of use, online problem resolution and helpdesk support Current experience in contracting with HRSA federal database users
• The County is requesting pricing based on 6 authorized users.
