On behalf of the Mayor’s Workforce Development Board (MWDB), the Detroit Employment Solutions Corporation (DESC) is seeking proposals from qualified applicants to provide training, job placement and career advancement opportunities to Detroit residents through a sector partnership model, using a combination of public and private funding.
DESC intends to fund at least one training program in each of the following high-demand, high-growth sectors: 1) Healthcare; 2) Information Technology; 3) Manufacturing; 4) Construction and Transportation, and 5) Retail, Hospitality, and Entertainment. DESC seeks to support at least one training program for the following special projects:
• Construction/Skilled Trades training program at the A. Philip Randolph Career and Technical Education Center; and
• Culinary, Construction or other program within the Detroit Reentry Center.
At a minimum, selected contractors must provide the following services:
1. Provide training that equips participants with the skills and/or credentials necessary to secure middle skilled employment that is part of a career pathway:
Occupational skills training that results in an industry-recognized credential; and/or
Customized training (as defined by WIOA); and/or
Short-term occupational skills training that builds technical and/or foundational skills.
2. Place participants in training-related jobs;
3. Outline a strategy for promoting career advancement;
4. Develop or identify any necessary and appropriate screening tools;
5. Coordinate with multiple employers within a sector to collectively identify in-demand occupations, skills and/or credentials, to inform training curricula, and to identify any other relevant mutual workforce needs or challenges;
6. Collaborate fully with the MWDB’s Industry Engagement team; and
7. Solicit contribution of employer resources (cash or in-kind) to the development and delivery of the program.
Statewide
