Description

SEMCOG has been collecting short-duration pedestrian and bicycle counts throughout the region for the past two years. Similar to vehicular data, in order to develop annual average pedestrian and bicycle volumes strategically collected permanent data must be used. SEMCOG intends to address this need via the purchase of data directly or counters or both. As such, SEMCOG is interested in quotes from vendors for the following:

Purchase of at least one full year’s worth of bicycle and pedestrian count data at specified locations across Southeast Michigan.
Purchase of permanent bicycle and pedestrian counter equipment, which will be used to obtain permanent count data at select locations, over multiple years.

SEMCOG’s preference is the purchase of data (Option #1). In the event that this does not satisfy the need in a cost effective way, SEMCOG intends to purchase permanent bicycle and pedestrian counter equipment, which will be transferred to SEMCOG partners, with yearly data submitted to SEMCOG. Potential vendors should discuss any concerns with warranties, etc. related to this transfer of ownership.

Regardless of how it is obtained, this data will be used by SEMCOG to create adjustment factors for its short-duration count program – expanding hourly or daily counts to average annual daily bicyclists and average annual daily pedestrians.

These quotes may also be used for future years as SEMCOG continues to build its annual bicycle and pedestrian count program.
