PROPOSAL SPECIFICATIONS
The City of Taylor is seeking proposals for installation, storage, cleaning, repair and replacement (at the City’s
expense) of street light banners from the Eureka Road Corridor from Telegraph Road east to Allen Rd
(approximately 4 miles) for a period up to 3 years contract expiring May 1, 2022.
Installation: Eureka roadway with 30 foot poles on two sides of the roadway. The banners should be approximately
62 inches tall by 30 inches wide.
Install 200 banners – four times per year. (Rotation Banners)
Install 32 banners – once a year (Welcome banners)
Install 28 banners – once a year (Matthew Edward Memorial Highway)
Cost installation shall be invoiced upon each installation.
Storage: Facilitate storage of up to 315 banners (that are the City of Taylor property) for the length of the contract.
Cleaning: Cleaning of the banners shall for the length of the contract.
Repair: Stitching and grommet repair shall be done for the length of the contract.
Replacement: Replacement of banners shall be done at a 5% mark up over cost for the length of the contract.
The first banner installation shall be the Spring banners depending on the approval date.
The City will apply for the banner installation permit which the contractor will obtain on behalf of the City. The
banners can be installed under the City of Taylor’s “Annual Permit” with the Wayne County, the contractor is
responsible for any fees for the permit. Contractors will need to submit to the City of Taylor an “Advanced Notice of
Permitted Activity” 4 weeks prior to installation of the banners. Note: an arrow board is required by Wayne County,
must be provided by the contractor and meet Michigan Manual of uniform Traffic Control. Installation time is from
9:00 AM to 3:00 PM per MDOT.
Schedule for the installation of Banners will be determined after award.
Failure to install the banners by the agreed upon dates without consent from the City of Taylor will result in a 10%
discount for every additional week after the deadline.
Purchase of New Banners
Purchase pricing of new banners is for pricing purposes only and is not guaranteed to be ordered. Banner shall be a
deluxe vinyl and carry a minimum 5 year warranty. Designs shall be approved by the City of Taylor when order of
new banners takes place and will be multicolor.
