Specifications include, but are not limited to: The Saint Louis County Department of Human Services - Homeless Services Program, is requesting proposals for a Warming and Cooling shelter that will address the needs of consumers that need shelter during the inclement months. We are seeking experienced agencies to provide both services during separate time periods in St. Louis County. Individual agencies can submit a proposal for either service. The goals of the project are to prevent loss of life for unsheltered homeless individuals and families during extreme weather conditions by establishing a permanently scheduled Warming and Cooling shelter, and to stabilize their housing, by linking them to the services of the St. Louis County Continuum of Care. Facilities are to be located within St. Louis County at locations that are highly accessible to homeless people, and can accommodate a minimum of 48 homeless individuals and family members, including children. The Warming Shelter will operate 24 hours, 7 days per week, December 17, 2018 through March 15, 2019 to provide a minimum of 89 days. The Cooling Shelter will operate 24 hours, 7 days per week, July 1 through September 6, 2019 to provide a minimum of 68 days. Both shall accommodate a minimum of 48 individuals per day. The operation of the shelter is to be constant, and not dependent on the outside temperature. This project is intended to drastically reduce adverse health consequences and loss of life from exposure for homeless individuals and families in St. Louis County. Specifically, the St. Louis County Shelter will provide the following: • Secure overnight shelter with staff on-site during the day and overnight monitors (24/7) • Case Management and referral to appropriate mainstream services • Hot meals, three times daily • Laundry facilities • Toilet and shower facilities • Health and dental referrals to appropriate providers, including mental health and substance abuse counseling • Personal hygiene products • Monitoring of self-administered medications • Access to telephone • Transportation for services/appointments • Life-skill instruction/ assistance • Recreation • General support services
